The cover encloses the rocker switches as well as the sockets. Nobody can flick a point off in passing, deliberately or by leaning on it. Cords feed out through two narrow slots, so the appliance runs exactly as before.

Most outlet covers block empty sockets. They do nothing about the appliance already plugged in, and nothing at all about the switch sitting right beside it, which is the one that gets knocked off in passing.
Staff can see it is still on
The cover is clear throughout, and the red dot on a switch is visible through it. Anyone can confirm a point is still on from across the room without opening anything or touching anything.
Turning it off is a decision
Both catches have to be held down at once to get the cover off before anyone can reach the switch or the plug. It takes two adult hands and intent, so it never happens by accident or in passing.
